Excel Scoring Model Developer
Excel Scoring Model Developer (Short-Term Contract)
Project: Build a defensible, evaluator-friendly scoring workbook for a mandated policy for vendors. It will score (vendors/task order proposals/program elements) against weighted and nonweighted criteria.
Deliverables: Working .xlsx, a one-page user guide, and training modules.
Timeline and budget: 2 weeks
To apply: Share a sample scoring or weighted-matrix workbook (sanitized) and your hourly or fixed rate.
Compensation/Salary: 3 - 5 years FTE: $65 hourly. For those with 8+ years FTE: $85 hourly.
Responsibilities
Scope
Weighted scoring with adjustable criteria weights (a single assumptions tab; weights must total 100%)
Normalization options, switchable by the user: min-max, z-score, and rank-based
Evaluator input sheets with dropdowns and data validation, so scores can't be entered out of range
Locked formulas, named ranges, and lookup-driven rollups (no hard-coded cells)
Summary dashboard with ranked results and a sensitivity check showing how rankings shift when weights change
A documentation tab explaining the methodology, so scoring holds up if questioned or protested
Qualifications
Must be able to communicate complex material to the layman
Must be able to manage own time and deliver quality work on time
Required Skills
Advanced Excel (INDEX/MATCH or XLOOKUP, named ranges, data validation, sheet protection)
Experience with RFP evaluation matrices or scorecards preferred
Knowledge of procurement policy is not required; however, being able to read written policies and create scoring mechanisms around the policy mandates is important
Compensation
$65 - $85 hourly
