[Remote] Engineer/Aviation Program Manager
Note: The job is a remote job and is open to candidates in USA. ECS is seeking a Program Manager to support NOAA's Aircraft Operations Center in a part-time role. The position manages aviation support requirements, supervises a multidisciplinary team, oversees budgets and subcontractors, interfaces with NOAA leadership, and provides engineering and operational services.
Responsibilities
- Manages the overall ECS support requirements at/for the NOAA Aircraft Operations Center in Lakeland FL
- Provides planning and policy recommendations as well as identify/implement operational improvement
- Supervises the ECS team which currently consists of aircraft mechanics, aircraft technicians, aircraft quality inspectors, engineers, public affairs specialists, and aviation life support equipment technicians
- Interfaces with Contracting Officer's Representative and AOC leadership regarding support requirements
- Develops/manages budget, approves expenditures, tracks metrics, and responsible for profitability for contract support
- Provides monthly status and financial reports to COR and ECS management
- Provides direct engineering and other services to AOC as required
- Processes required documentation, approves/tracks expenditures and provides overall management of subcontractors
- Occasional travel as required
