Systems Analyst

The Department of Information Resources (DIR) requires the services of 1 Systems Analyst 3 , hereafter referred to as Worker, who meets the general qualification of Systems Analyst 3 and the specifications outlined in this document for the above-named customer. Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system. GitHub Administrator will be responsible for governance, security, compliance, and automation of the GitHub Enterprise platform. Ensure DevSecOps enablement, audit readiness, and standardized CI/CD practices across the enterprise software development lifecycle. II. Years Required/Preferred Experience 8 experience in Git-based version control administration 8 Hands-on experience managing GitHub Enterprise (Cloud or Server) organizations 8 Expertise in RBAC, SAML/SSO, and branch protection strategies 8 Proficiency in GitHub Actions and YAML-based workflow automation 8 Experience integrating CI/CD pipelines with cloud platforms (AWS preferred) 8 Experience with audit logging, compliance reporting, and access reviews 8 Proficiency in scripting (Python, Bash, PowerShell) for automation 8 Experience implementing DevSecOps practices within CI/CD pipelines 8 Experience with GitHub Advanced Security (CodeQL, Secret Scanning) 4 Preferred Experience with Infrastructure as Code (Terraform, Bicep) 4 Preferred Knowledge of policy-as-code implementations 4 Preferred Ability to document governance standards and developer guides 4 Preferred Experience leading technical enablement sessions Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment. Access to a virtual desktop set up (software) will be provided by Lumen’s client, allowing the user access to the required systems and technology.
